Biden meant that the previous administration had not done anything in the way of figuring out logistics or messaging, etc. This is because the previous administration's major priorities were to dodge accountability by shifting all responsibility to the governors. 

Biden said that it's a state problem: “There is no federal solution. This gets solved at a state level.”

Republican dominated states have the highest infection and death rates so either they didn't hear Biden's message or they've gone down OrangeFuckFace's road and politicized Covid with "my body, my choice" and their old stand by "anti-government intervention" shit.
