I can't understand why the US figure is so low.  Presumably the
anti-vaxxer brigade (Jones et al ) is much stronger than
elsewhere?  

In February 2021, Biden claimed there was “no real plan to
vaccinate most of the country” when he took office. What did
that mean in terms of the current low vaccination rate? Will the
US reach herd immunity in the near future?    Or never?

Biden meant that the previous administration had not done anything in the way of figuring out logistics or messaging, etc. This is because the previous administration's major priorities were to dodge accountability by shifting all responsibility to the governors. 

By the time Biden took office, Covid vaccine resistance/skepticism had become a point of pride and identity among many of the GOP.  That basically means that there's around 25% of the general population who will actively avoid being vaccinated, while simultaneously insisting that they be allowed to go anywhere they please without masks or social distancing.  

The only way the US could reach herd immunity would be if most of the unvaxxed die of Covid. 

We'll hit 1 million dead, officially, by early summer.
