I've been smoking weed for decades and can still think. It's legal here, too.

His problem is of a different origin.

Well it seems to have made him paranoid, not just about this but in general. Everyone is "out to get him."
Just had a quick read up on the long term effects the use of weed may have, paranoia is there along with delusions. Sounds just like him to me.

Obviously, if you continuously do something illegal, you're going to be paranoid. I wonder where these studies were conducted, in a place where it's legal or where it's illegal.

His paranoia is definitely nothing to do with breaking the law, he's been in and out of prison for various crimes, he's spent a good few years behind bars.
