I've encountered this before, too. It is usually some sweetheart deal with a payment vendor that could be replicated with any credit card clearing service at no direct cost to the payer if someone could be arsed to make the effort. But somehow local and county and sometimes state governments can go this route of penalizing people for paying in some electronic form. Probably they get a cut of the fees.
