No, actually he has found a new target.  Governors.  He is blaming them for not acting on their own (right after saying only he could act).  Yesterday, he sent out a list of labs in each State.  Never mind that all were known to all the Governors and most were military or Federal labs the Governors could not access...  It served his deflection strategy.

And he always has "foreigners".  Nothing like a vague threat to keep him going.
Never argue with people who type fast and have too much time on their hands...
