Something wonky is going on there.  Maybe it's the heroin rather than real estate prices in some of the areas?  But a lot of roofless folks over yonder.

Perhaps your analysis is superficial. Have you checked for a correlation with climate? Bitterly cold winters tend to limit the homeless population.

Years ago police in other cities across the country, mostly in the Midwest, would arrest homeless people for vagrancy, drinking or drugs or some other situation and instead of trying to solve the problem locally they found  it was much less expensive to buy a bus ticket and send homeless people to Portland and Los Angeles.  A $100 dollar bus ticket and "POOF"  it got rid of the problem.  Why use local resources to solve the problem when you just send the problem somewhere else?    This went on for years and this is one of many reasons Portland and Los Angeles have such a homeless problem.

I wanted to add more to my post last night but I got tired and went to bed.  When the great recession happened there were more homeless in big cities across the country so the areas that had large homeless populations (see post above^^^)  were relocated to other areas via bus tickets. It was usually areas that have lower housing costs.  Buying bus tickets to relocate the homeless has been going on for 40 years or more.   They're being shifted around all over the country on busses.  It's amazing.
