It looks to me like one of those elder-mills run on a minimal budget with minimal facilities and training. The salacious headlines make it sound like it's some kind of coverup but it just sounds like CV swept the facility and employees just had no guidance about how to handle it. The owners and administrators of this facility are however culpable in my view. More generally it's the for-profit system that's culpable and this is a great illustration of why it needs to go.
