Aside from problems with testing adequacy we now know that there are a large number of mild to asymptomatic cases that are going unreported in most countries.

They did a study on these unreported cases in Austria recently. Don't ask me which parameters were used but they came up with quite a large margin between 28.000 and 68.000 of possible infections. There are currently 14.000 diagnosed cases.
