Failure to contain a pandemic as poorly as even Italy did = no re-election.

Previously discussed.  Hospitals are private entities governed by the states individually.  Federally mandated quarantines, like a declaration of martial law - are last resort steps and not required at this time.  It is obvious by the variation in state numbers, some governors handled the situation appropriately, others did not. 

So, if you want to go after people under the auspices of neglect and criminal incompetence, you need to dole that out on a state by state investigation.  That is where the buck stops as is obvious by the discrepancy in state numbers.
