Good thing too, because he'd likely make some extremely poor choices when it comes to weighing money against lives.
He can't directly order the states to roll back precautions. But, he can take all their federal funding away if they don't do what he wants.
Many people here won't remember when the 55mph speed limits first started showing up here in the states, but many states initially said "no." The feds finally decided that any state not implementing the 55mph limit would forfeit their federal funding for roads.
This is the worst possible time to have the worst president in US history!
In his mind, it doesn't matter if the old fucks on social security all die. Saves him the trouble of rolling back social security.

Trump has met his match here. He's up against an opponent that you can't bribe, insult, or make some deal with. It's an utterly implacable force of nature and it won't care how wealthy you are or how you voted or if you believe it will all be magically better next week. He has no idea how to handle this because you have to understand this opponent and then you have to be imaginative with your solutions. This isn't about managing the virus because the virus can't be managed. It's about managing the people, the resources and the nation as a whole. That needs leadership and ingenuity which Trump is utterly lacking.
Trump's in over his head and he knows it. He sounds scared.
