Not necessarily. Along with "rights" come inherent responsibilities.

I've emboldened the pertinent passage. We in America have the right to take it to the streets peaceably. The police are right in apprehending rioters and looters, but the vast majority of protesters here do not fit that category. And certainly unmarked goons throwing peaceful protesters into unmarked cars violates both the letter and the spirit of this passage.
